A key milestone in the development of the Citizen-Based Monitoring Programme was the approval by Cabinet of the “Framework for Strengthening Citizen-Government Partnerships for Monitoring Frontline Service Delivery Monitoring” The framework, approved in August 2013, is the product of consultation with a number of civil society and government actors, and aims to provide a basic conceptual framework for strengthening citizen-based monitoring of government service delivery.
