Chief Directorate:Planning, Monitoring and Evaluation (PM&E) Capacity Development and Knowledge Management

WHAT IS OUR STRATEGIC GOAL?
To facilitate PM&E capacity development initiatives and better use of PM&E knowledge across government. To also coordinate international collaboration between DPME and its strategic partners and countries
 
HOW DO WE IMPLEMENT IT?
The work of the Unit is guided by following three strategies, namely:
1.    Performance Monitoring and Evaluation Capacity Development Strategy
2.    DPME Knowledge Management Strategy
3.DPME Strategy for International Collaboration and Support
  • Integrated Chief Directorate Strategy
In line with the DPME Annual Performance Plan, the Unit develops an integrated strategy and implementation plan on an annual basis which specifies areas of emphasis for that particular financial year informed by strategic priorities and available resources.  The integrated model currently focuses on three critical areas, namely: internal stakeholder coordination, strategic partnerships as well as advisory and support services – which define the thrust of the Unit’s work as summarized in the diagram below:

WHAT ARE OUR CURRENT PROJECTS?
a)    M&E policy coordination and advocacy
The Unit builds on the work done by the Presidency on the Government-Wide Monitoring and Evaluation System since 2005 by maintaining the following key frameworks and guidelines:
·         GWME Frameworks
·         Generic Guidelines for M&E
 
Since the establishment of DPME in 2009/10, there has been significant developments in the M&E terrain linked to the various DPME programmes whose work is contained on the other parts of the DPME Website such as Outcomes Monitoring, Frontline Service Delivery and Citizen Based Monitoring, Management Performance Assessment Tool, Departmental Quarterly Performance Reporting System, National Evaluation System, and others.  In order capture this advancement and also initiate a discussion on how M&E should be implemented going forward, in 2014 DPME produced a Cabinet approved discussion document called:
·         Discussion Document on Performance Monitoring and Evaluation Principles and Approach
b)   Support to government institutions on strengthening planning and M&E systems
       Development of a new diagnostic tool to strengthen Planning and M&E systems
       Assessment on demand and technical support 
       Collaboration with the National School of Government and Higher Education Institutions of M&E Training
c)    Co-ordinate planning and M&E through the following forums
       Planning, Monitoring and Evaluation National Forum
       Planning, Monitoring and Evaluation Provincial Forum
d)    Coordinate international collaboration within DPME
       Host international knowledge sharing workshops
       Manage relationships with the donors and strategic partners that support DPME work
e)    Manage the ‘National Monitoring and Evaluation Learning Network’
