The Department of Planning, Monitoring and Evaluation
(DPME) will host the second Socio-Economic Impact Assessment System (SEIAS)
Colloquium under the theme; Towards better regulation through improved
quality of Proposals and the Socio-Economic Impact Assessment System.
SEIAS was introduced by Cabinet
in 2015 to ensure that policies, legislation and regulations developed or
reviewed are aligned to the National Development Plan (NDP) to promote
inclusive growth through reduction of associated regulatory burden.
During the first two years of
implementation from June 2015 to December 2017, a total of 367 proposals were
subjected to SEIAS of which 135 were bills; 67 regulations, 84 policies and 81
in the form of key frameworks, strategies, plans and magistrate court rules.The objectives of the colloquium
are to provide a platform to
stakeholders outside government to reflect on some of government proposals and
SEIAS reports produced as well as sharing their expectations that will inform
improvements; empower audience on key concepts in the development of proposals
and SEIAS focusing on cost benefit.
The colloquium is expected to be
attended by approximately 70 participants that include SEIAS champions from all
national government departments, invited speakers from parliament, business and
NGOs.
Since the
introduction of SEIAS in 2015, the DPME and partners has received an
overwhelming support from all government departments which are consistently
applying SEIAS in the development of legislation, policies and regulations.
