MEDIA STATEMENT: NATIONAL PLANNING COMMISSION TO PRESENT TO PARLIAMENT

27 August 2024

On 27 August 2024, the National Planning Commission (NPC) will attend the National Council of Provinces' first Three Sphere Planning Session convened under the theme: “Towards an Oversight Agenda for the Seventh Parliament: Delineating Key Oversight Priorities for the NCOP in the Seventh Parliament." The Commission's presentation will unpack South Africa's overarching developmental landscape with a focus on strategic prioritisation, for the accelerated implementation of the NDP over the medium term (2024 – 2029).

The NPC is a diverse and independent advisory body and think tank appointed by the President as the custodian of South Africa's National Development Plan: Vision 2030 (NDP) Vision 2030. The NPC's primary role is to advise government, and all of society, on the implementation of the NDP. In 2023, it released a Ten-Year Review of the NDP as well as a Call-to-Action to ensure that the country moves onto a path that leads to a reduction in poverty, inequality, and unemployment in the next six years.

The findings of the Ten-Year Review indicate that implementation of the NDP is a challenge and identified a need for government to incorporate NDP priorities into its planning systems. As part of its presentation to the NCOP, the NPC will outline key NDP priorities that will have multiplier effects based on the following:

  1. Reforms that will accelerate the developmental objectives of the NDP.
  2. Reforms that are capable of execution within the medium term.
  3. Reforms that will have the most significant impact, considering data and evidence, as well as input from business, labour and civil society consultations.

The NPC's Implementation Advisory on the Medium-Term Development Plan (MTDP) identifies the overriding objective of each chapter of the NDP and provides a critical analysis of the challenges and priority reforms that the current administration should consider.
